Louis Kahn designed this memorial in 1974 and it was finally built in 2012 at the southern tip of Roosevelt Island: an allée of trees narrowing to a granite 'room' of 28 blocks of North Carolina granite, 36 tons each, with the Four Freedoms speech carved at the point and Manhattan across the water.

- Just north of the park stands the fenced-off ruin of the Smallpox Hospital, which Friends of the Ruin is working to stabilize and open.
