For citizens of countries outside the Eurasian Economic Union (EAEU: Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan). You need the non-EAEU passport you entered Russia with. Turkish citizens qualify.

- Minimum purchase
- At least RUB 10,000 including VAT, in one shop on one calendar day.
- Time limit
- Take the goods out of the EAEU within 3 months of purchase. You can claim the refund up to one year after purchase. Leaving through another EAEU country (for example Belarus) does not count.
- Where to get it approved
- Russian customs at the border crossing where you leave. At Vnukovo Airport: the customs control area of the international departures hall.
Step by step
- Buy in a shop on the official tax-free list and show your passport. Ask for the tax-free document (cheque) on the day of purchase.
- Excise goods do not qualify.
- When you leave, show the goods and the cheque to customs to get the customs mark. At Vnukovo, if the goods are in your checked bag, tell the check-in agent first.
- At Vnukovo, after customs, drop the stamped cheques into the tax-free operators' mailboxes in the customs area. You get the VAT minus the operator's service fee.

Lost passport
If your passport is lost or stolen, here is what to do.
If you are a citizen of another country
Contact your own country’s embassy or consulate in this city. Your foreign ministry’s website lists its address.
If you are a Turkish citizen
- Book an appointment with the Turkish mission in this city at konsolosluk.gov.tr and go in person.
- If you need to get home, ask for a temporary passport. It is free, valid for one trip to Türkiye or to the country you live in, and usually valid for one month.
- Bring your Turkish ID card (if it is lost too, a photo document such as a driving licence), a biometric photo 50 x 60 mm taken in the last six months, and your ticket home.
- For a lost passport you do not need a police report.
- The temporary passport ends with that trip. Apply for a new passport in Türkiye or at the mission in the country you live in.
