In 1991 construction of a federal office tower uncovered part of the 18th-century 'Negroes Burial Ground', the largest colonial cemetery for people of African descent, most of them enslaved; historians estimate 10,000-20,000 burials. The remains of 419 people were studied at Howard University and reburied in 2003 in coffins hand-carved in Ghana, under the memorial on Duane Street designed by Rodney Leon.
