Jean Nouvel designed the Philharmonie as a hill anyone can climb: a zigzag ramp from the Parc de la Villette lawn leads to a roof belvedere 37 metres up, with the Eiffel Tower, Sacré-Cœur and the northeastern suburbs in one sweep. Free, and mostly locals.
